Not a mod. Thats a custom map and thats the Empress which is a lot larger than the Queen.
As for the size, characters can be scaled to be larger, but it wasn't.

The Empress in AVP2 didn't look much larger than a Queen, at least not nearly as big as the one in that pic. Some characters (models) can be scaled to be larger. Thats not an interactive character. Notice it has the eggsack. So it just sits there. |

Yeah, me and a clanmate got bored and I got him to pose all nice and pretty in front of Queenie...
Had to wait a little while before the queen and him lined up just right.
The empress model isn't even supposed to be that big. That's a scaled model. Upscaled. O.o
