My notes for WB for a Batman reboot:

-Batman's origin story is hinted at, scene briefly in flashback, newscasts, etc. Not that I don't like origin stories, but it's too soon to re-do that shit.
-Ron Perlman as Killer Croc, who serves as the main threat while Fries' origin story unfolds
-John Malkovich as Mr. Freeze, who's obsession with vengeance mirrors Bruce Wayne. The key difference being Fries allows it to completely consume him at the cost of his humanity.
-Batman isn't opposed to killing, and he puts quite a few ruffians in the ICU. Doesn't intentionally kill if he can avoid it, but we make it a point to illustrate the reality of violence, such as Batman accidentally killing a henchman. We want to send the message to kids that violence can get out of hand, and you can totally kill somebody just by beating them with your fists. Kids, don't go around punching people in the head.
-Batman's tech is pretty advanced, think more like Iron Man than Nolan's films. This and the villains are done to cement this new Batman as being able to exist in the same cinematic universe as Superman and other DC/Justice League characters.
-Gotham City is mostly fabricated. We are specifically avoiding shots where people can say "Hey, look! Chicago!". The city is also very much an example of urban decay.
-Foreshadowing, possibly in the form of having Harvey Dent as a supporting character.
-Brooding score and visuals. See amc's The Killing for a general idea of the visuals.

I might save vengeance for Dent or someone else. Freeze might be more desperation:

-Wayne Enterprises cuts funding from Victor Schimmel's research into curing Poldini syndrome, a terminal illness that Schimmel's wife Nora has contracted. After she contracted it, Schimmel developed an intravenous solution that preps human cells for cryostasis. He is able to freeze his wife without causing any damage to the cell walls. He also takes the program public under Wayne Enterprises and the profits go to his research. A Wayne employee explains to Bruce Wayne that the program is sinking millions into curing a disease that kills two dozen people a year worldwide, and that money could better go to curing a disease that kills far more. Furthermore, Schimmel's research has hit a wall and he isn't making any progress. Bruce agrees to reduce the funding by half.
-Desperate for money, Schimmel turns to the mob for a loan. Bad idea. When he can't pay them back, an overzealous enforcer injects him with an overdose of his cryo solution and tosses him into a cryo-vat. The overdose of the solution causes a mutation, Mr. Freeze is born.
-Freeze goes after the mob, and quickly launches a successful coup. He starts funneling mob profits into his research while taking up the mantle as Gotham's new crime boss.
-Freeze just about cracks it before Batman takes him down. As he dies, the two have a conversation about how close he was. Batman/Bruce Wayne promises Victor that he will use his research to find a cure, that he won't punish Nora for what her husband did without her knowledge.
-Nora is cured, and ashamed to learn what Victor did. Wayne tries explaining to her why he did it, but she feels "the ends do not justify the grisly means."

Details here pulled from wikipedia. Such as Schimmel, an alias of Mr. Freeze instead of the cheesy last name 'Fries' being used onscreen. Also, Nora's disease doesn't seem to have a name...so I called it Poldini syndrome after Paul Dini, who wrote the diseased wife backstory for the Batman cartoon.
