Judging by the attack, I'd say it's definitely a brass sample (sound-track composers generally used romplers in those days, as opposed to actual synthesis) triggered at a low pitch.

OK, another music term I've heard but don't fully understand: "Attack"  Is this the rate at which the sound progresses from it's start to it's loudest point?   ...or the rate at which a sound moves a musical piece from one point to another?

Attack - The first part of the sound that you hear. Some sounds (like pianos and drums) have a very fast attack; the loudest portion of the sound occurs very quickly. A sound with a slow attack rate (such as a soft string section) slowly increases in volume.
