Referendum on the AV system, with the Tories saying that they'll use their whip to ensure their party votes for it, although Tory MPs are free to campaign against it before the vote.

Bit of a face saver for the Lib Dems, really.  It's a lot less than the PR system they were going for, and in some respects is less good than the one we already have.  But they have got the tories to back down over keeping FPTP, so there's some small victory there, regardless of the fact that we were going to get the referendum under Labour anyway.  Neutral
