Nah, this is just the game North Korea keeps playing with the world. Agreeing to diplomatic talks after years of phony stalemate, then backing out again by pretending to be pissed off over some BS. It's their way of getting what they want without too much cost. Their foreign policy is deliberately unpredictable, wavering between sudden nuclear tests and random agreements to talks such as these, in order to keep the rest of us as much in the dark as possible.
