I would've agreed with you if their staying home wouldn't lead to the lives of rescue teams being needlessly risked when they had to rescue them from their homes as the flood swept in. It's all good if you want to be stupid and risk your life (which I think is the point you're trying to make), but don't forget that by doing so you create an emergency situation to which rescue teams are obliged to respond, which thereby risks their lives as well.

On a completely random side note, I just watched the series finale of The X-Files. Apparently December 22, 2012 is the date aliens will colonize Earth  (they mentioned the Mayan calendar ending as well). Kudos to the show for being ahead of time and already referring to the "2012 phenomen" as early as 2002.

Adding further to what Dutch said, its only really a disaster if human life is lost or damaged in some way. By rounding up the people and forcing them to evacuate, they are saving peoples lives, which i am sure we all agree is far more important than the property they will fruitlessly try and protect only to end up needing rescued and thus putting the emergency services lives at risk because they were stubborn and/or paranoid the Government was out to get them.
